Still, I don't believe that this has to be rocket surgery...or...brain science if you prefer.
The deal is that the washer is still just acting as a "place holder" to give the nut something to rest against and take up slack. It is "stepped" to fit into the recess of the prop. In this particular case you may want to just buy the $30 part and be done with it.
It would still be ok to stack a smaller OD washer ( or two or three) to fill the recess under a larger OD washer to achieve the "clamping" (ever so slight clamping of course). But it would require you to do some fairly deliberate measuring to get it right. And, you might have difficulty finding the small washers that have a pretty close OD to fit properly in the recess. Otherwise you would end up having to cut larger ones to fit. A grinder would work a lathe would work better.
It's a matter of how bad do you want to save a few bucks.
