Hi,
Need a bit more info from you.

Is this outboard brand new or used?

If used, do you know what year or if it is an "A" or a "D" model?

If used, have you owned it for a while or a recent purchase?

If you've owned the outboard for some time and it ran good, did this problem suddenly start happening or has it been slowly getting worse?

Your answers could help us diagnose the problem.

Well....your answer of "had for about 20 years" doesn't help ME much because that is around the time Honda put out the D model and made changes....especially as to carburetor. If you bought it new, surely you know if it's an A or a D model.??

But....here goes ANYWAY!

First thing I would do is to pull both spark plugs and look at them. Make sure they are gapped correctly and have a light tan color on the bottom porcelain. Put them back in but, before plugging the wires on, smear a small amount of tune-up grease (dielectric grease) around the inside of the boot (cap). That makes it easier to do a power balance test...next.

These engines will start and run at idle on only ONE cylinder. They start and run so well like this that it can fool you. That is, until you ask for power. To check for that you need to start the engine, let it idle and then pull the spark plug wire off of one cylinder while it's running. See if it stops or runs much worse. Kill ignition and put that wire back on. Start the engine again and pull the other plug wire. If either of the cylinders makes no difference in the way it runs when you pull the wire off, that cylinder isn't firing.

This is an easy and informative test IF you used the grease on the boot.

You also need to use a method to keep from getting SHOCKED!

I suggest wearing a thick, DRY, leather glove AND a piece of DRY fabric like a wash cloth or shop towel. You could also use special insulated pliers that are sold for doing this.

IF YOU WEAR A PACE MAKER, DO NOT ATTEMPT DOING THIS!

Ask someone to do it for you.

Oops! I completely missed that it is a 15 A. Sorry!

But...the spark plug/power balance check is still valid for this symptom.
