I’ve replaced my entire electrical system by being told to replace different parts by local mechanics to do so & still no difference. Even though the stator definitely looked like it had melted.Today I ran it on a portable tank with different line & primer bulb too & still have very weak hole shot & if it does get on plane it surges. I pumped bulb continuously & did manage to get to 4600 rpm. When I quit pumping it came off plane to an idle. On my own tank, line & bulb it will start fine & idle all day & will run slightly above an idle if you give it some gas. It will usually eventually get on plane after a bunch of attempts with a very weak holeshot & will start surging like it’s running out of fuel. The bulb will get soft & it & the line have been replaced & antisiphin valve has has ball & spring removed too. I’ve also tried it with the gas cap removed. Even though I’ve rebuilt it Is this the vro fuel pump causing this? Thanks
 
Someone smarter will probably be able to give you a better answer as I've mostly just learned about smaller engines. But in the meanwhile, here are some things you might want to check. The issues are usually similar so I'd go with cleaning the carb, making sure the jets are clean and not clogged, making sure the float(s) in your case I believe 3 are aligned properly so you get the right amount of fuel and lastly making sure the air screw is set properly. You don't want to be running too lean or too rich.
Oh, and some people would want to know the compression test values if possible.
 
Had a good local mechanic rebuild carbs & lync & sync last fall & he said compression was outstanding. After all i've done i'm wondering about the pulse limiter since i've rebuilt the vro fuel pump. I just have to see if mine is the screw in type or goes inline between 2 hoses. I know the part number but when i look it up i see both types for the same part number so i'll check that out tomorrow & will order one. Seeings i've already spent this much on it i sure ain't quitting now. Unless of course i canvince the wife that i need a new 4 stroke. :LOL:

The pulse limiter is a " flow fuse " for the air motor housing on the VRO.-----Not likely your issue.-----What boat and what pitch prop on this motor ?
 
Stratos 18XL with an original 24 Rsker. I’ve had this boat & prop for over 10 years & it ran great until all at once while idlingvat a ramp it skipped & i immediate noticed the idle dropped from 720 to 650 rpm. Then I noticed that night the holeshot had gotten slightly weaker. I started trying to figure it out & was told to change the power pack so I did along with optical sensor, plugs, wires & coils. When that didn’t help I rebuilt the vro fuel pump & still no help. Then told it was the stator so I put a new one on & no help them replaced voltage regulator & still no help which is why I wondered about the pulse limiter since I tried a portable tank along with different bulb& line.
 
Start motor.----Pull 1 plug wire off at a time.----Might help find the dead cylinder if there is one.----Do you understand what the pulse limiter is / does ???
 
Possible items: 1) VS top leaking 2) VSP bad 3) VRO defective 4) Piston skirt broke and low crankcase pressure to drive VRO
 
The pulse limiter is a safety device ( FLOW FUSE ) for the VRO.------Prevents high pressure air from blowing up the VRO air motor.----It closes if high airflow goes through it.-----Simple test for you is to remove it and test run.----Clean it if plugged !-----No idea why you would rush out and buy a new one !

Ok thanks. As far as buying one I’m just trying to figure out what’s going on when I’ve done so much to it already & it not helping & didn’t want to over look something that could be an extremely simple fix because of me not knowing.
 
Pulse limiter is good. I did notice the left bottom tube where a fuel line goes on is kind of loose & wiggled easily when working it by hand?
 
We’ll since everybody wants super simple gravy jobs to do around here it looks like I’ll be throwing more money at it & buying a vro to see if that fixes it. Hopefully it’s not wasted like the previous thousand has been.
