2016 bf200 honda(tohatsu) no start

When you cycle the ignition from off to on, without cranking the engine, you should hear the high pressure pump run for 3 seconds and then stop.

If not, check your fuses.

Actually, you should check all fuses anyway.

And keep in mind a fuse can be bad but still look ok and fool you.

Something else that might cause that to happen is the fuel tank vent is closed or blocked and the engine loses fuel prime.
Check the vent or you could loosen the tank cap so that air can enter and try it.
Just be careful about spilling gasoline and fire danger.

Only way I know is what JGMO recommended - listen for the pump to initiate, and check fuses. Fuse # 2 is the fuel pump. Fuse # 6 is ignition coils

I don't know of any other way to definitively check the fuel pump while on the water. If you pull it, you will initially test fuel pressure while cranking.

After that, try to make sure it's not a fuel feed problem. After attempting to start, pull the two top-most spark plugs to see if they are wet.
 
Ok so fuel pump does prime for 3 sec at key turn. I pulled top plastic air intake cover and sprayed Start fluid and it turns on for a sec but dies when it burns up the spray-
Can a clogged vst cause this? I plan to pull it out the water and pull the back covers off to access the vst and fuel pumps.
The primer bulb is hard/primed and new as well as the small inline fuel filter next to the water pump pisser hose is full
 
You should have two fuel bowls in the fuel line - starboard front - the first is the onboard fuel/water separator and the second is the fuel bowl for feeding the low pressure (mechanical) fuel pump. Both should be at least 1/2 full.

A VST with the float valve stuck closed will cause fuel starvation.

Another possibility is a stuck closed fuel cut-off valve between the LP fuel pump and the VST. You can bypass it for testing.

Before doing any of this, I recommend testing whether the HP fuel pump is pushing fuel to the fuel pressure regulator.

Caution: If you decide to pull the fuel pump, be sure to have a new fuel pump holder on site. You will probably break the old one getting the fuel pump out. And BTW, the HP fuel pump holder has a fuel screen on the bottom, but I've never read about them becoming so completely clogged that it blocks all fuel to the fuel pressure regulator.
