Won't fire

Hello. I have a 1986 Mariner 150 that won't fire. Guy says it has been working. The starter turns it, but it wonturn over or fire.

Make sure battery is good and spinning it fast enough to create spark. Also check to see if kill tether has been pulled
 
Agreed----Charge battery.-----Load test battery.-----Take starter apart for cleaning / inspection / new brushes ? / ohm test on armature.
