What's This ???

Okay, pardon my ignorance as I don't even know what these parts are called but need some help please.

After having all sorts of engine problems I pulled both carbies off to clean them. Behind the carbies I noticed a blue wire coming from the bottom of what looks some type of hose connecting the bottom part of the engine to the top. At first I thought it to be a fuel hose but I don't think it is.

Anyway the bottom end of this blue wire was not connected to anything or anywhere!!

Can someone please tell what it is, what it is for and where it needs reconnecting to??

Sorry ... The motor is 1980, Mercury Power Trim 800-4-cyl-80-4-cyl model 8050200-thru-8067014 Aus.

The top end of the wire connects into the side of the Elbow and the other end was just hanging down touching the floor pan. I've looked for somewhere it might have come out from or connected to but can't see anywhere obvious.

It's not a wire on further examination.... it is an open line.

Perhaps some sort of pressure relief or ??? Anyway it seems to have broken off from somewhere that
I am still not sure of where but don't know that this is causing my biggest problem which is that the motor
bogs right down and stalls when trying to give it any power.

Any suggestions apart from dirty carbies cos I;ve cleaned them both 3 times now. The motor sounds great when idle in neutral
but soon as lean on the stick it dies
 
Perhaps it is / was the oil recirculation line from bottom of motor to top bearing area.-----Post a few pictures of the starboard side of the block.
