What is this element + question about carbs screws

I've bough a boat with 90hp 2 stroke mercury engine from 1991 or 1992. The engine runs okay but i was wondering what was this element:

it's not present on the schematic in service manual. It has 4 wires. Black goes to ground, blue goes to the ignition module, and two top ones go to the coil under flywheel. Any idea what could it be?

Also another question about those screws on the side of carburators, what are they for?

Mystery part comes with a ---Stator upgrade kit----Install a new water pump impeller.----Test your overheat warning horn-----Running with tested oil injection or mixing at 50:1 in your fuel tank?
 
Sorry i'm just starting with the outboards. Manual says 1:80? Oil tank was removed by previous owner. I'm using mix of oil and gasoline.

And about the screws i meant the ones above them (i'm writing this post on behalf of my dad which is not well versed in the internet), the ones with red sealant (?) Looks like they shouldn't be moved in any way. But i wonder why are they for? Are they for adjustingthe engine if it has e.g. rough idle or something?

The engine is actually running pretty fine but i only checked it for like several minutes. the compression is around 135-140 psi on all cylinders.

and also one more question about the screw in the very center of the photo:

is this for adjusting rpm? do you know where can i find any info about how should it be set. In a service manual i found there's nothing about this.

sorry for many questions, but i'd like to have everything as it came from factory
