What is this and why is it spitting gas out when I pump bulb and start the engine?

What is this and why is it spitting gas out when I pump bulb and start the engine? It's got a gas line going in and a gas line going out It spews gas out the little hole in the side. When I press the throttle the black arm presses on the white extinction on top. What is it and why is spewing gas?

It sprays gas out little hole on side please help me what it is and why it's spewing gas and if possible how to fix it.

I don't see any pictures but sounds like you describing a accelerator pump with a busted diaphragm.

That's exactly what it is and makes all the sense in the world now. Thank you very much. It sucks cause when I finally get a problem figured out its always to late all boat stores are closed. I'll wait until the morning then get part and hopefully get this stinkin boat in the water.
