Weak Spark?

I have an ADI Merc (mid-70s variant) with all new ignition parts. It makes spark on all the coils, and the motor was running, but it's hard to restart and troublesome. (The spark will not jump a 1/4 inch gap.) Looked in the CDI troubleshooting guide and, strangely, they don't list 'weak spark' among the problems. My VDA meter says all is well from the stator to the coils, so I'm baffled.

Any ideas?

Weak stator output or bad capacitor or rectifier in switchbox.

With 260 volts coming out of the stator, it looks like it's the switch box, I guess.
