Water in the engine oil

I have a mercruiser V6 4,3 TBI with water in the engine oil. We worked on the heads and checked everyting. After rebuild it the problems persist. Any idea ?
 
First thing, some advice for all who read this. The only time you rebuild heads if when you have an intake or exhaust valve problem. If you have water in your oil, its most likely not the cylinder heads or gaskets.

Cracked block = water in oil
Bad intake manifold = water in oil
Bad manifolds and or riser = water in cylinders definitely and possible water in oil eventually.
 
We did rebuild the heads and we needed to changed the intake and exhaust valves. After that, we still have water in the engine oil. At this moment we identify a bad port manifold. We will change it to see if we will resolve this big problem
