Very low compression on one cylinder

Long story short, I had a small crash, had to replace the lower unit housing. I rebuilt everything, but messed up connecting the coolant tubes. I got the motor real hot on the river, but shut it down and got towed back to the dock. I rebuilt everything again, I think I did it right this time, the motor starts, and am ready to try boating again.

But while rebuilding, I checked the compression. While 3 cylinders are at 90psi, the 4th (lower, passenger side) is at 30. I have never checked pressure before, so it may have been at 30 for the past 4 years of my ownership. Or since 1977, I have no idea.

If I can get it on the water and not overheating, I will check compression when warm. I may also try SeaFoam or similar to see if it has any effect. But if it is 30psi, what's involved in fixing that? I can pull it into the garage over the winter and pull heads, but I have no desire to remove a piston.
