Vent Jet Size

I have a Mariner 175hp V6 1979 serial #5190703 wh 7a carbs. In the Seloc vent jet chart it calls for cylindrs 3,5,6 to have none. Does this mean the hole should have a plug in it, or have no jet and be wide open?
