Trim not working

Got back to the dock and my trim wasn't working. I have an 06 bayliner with 3.0 merc alpha 1 i/O SAE J1171.
The fuse is fine(replaced it just to check) and my connections are tight.

I unplugged the quick connect and saw that im getting 12v to all 3 terminals at the same time. Is this a motor or solenoid issue or something much more? Wires seem to be good all the way back to the handle.

Any information would be greatly appreciated.

Do you mean the plug end with the red cap or the red socket end at the trim pump
 
You checked the big 110A fuse on the large red power supply wire that goes to the trim unit?

The SAE number just means that the unit conforms to the Society of American Engineers standard J1171, which covers marine electrical. It's not a model number or serial number for that device.
