Tool 91-17263 shift cable location

1996 Bravo 3.
The manual calls for the use of this tool when installing the lower shift cable. This is used in conjunction with the Shift Cable Anchor Adjustment Tool (91-17262) to set the length of the cable.
My question is whether it’s super important to have this tool in order to get the cable installed in the drive properly or do I just make sure the connection is pulled out and the cable end is situated in there when attaching the drive to the gimbal

OK it appears this tool is for when the cable AND housing are replaced. Is that the case? If i am just putting in a new core wire it should be fine, yes?
