Timing trouble on 150 2 stroke

I have a 1999 2 stroke 150 that I just had the power head rebuilt. Upon installing the motor started up good and runs fair. Had the mechanic check timing and the marks on the flywheel is not even in the slot on the cover where the point is but are 4 to 6" to the right. If it was out this far, I would not think it would run and not start as soon as you hit the key. He could not adjust and got little to no change when he tried. He checked with the plugs out but did not ground the plug wires I have read that you should do this when checking timing. Could this make a difference. Thanks for any help.
 
You need to have another mechanic look at it.

From what you've wrote, it sounds like he put the flywheel on wrong.

Thanks for the replies. I checked and it appears that #1 is at TDC when the timing mark is on 0. I bought a timing light myself and am going to re-check and see if it shows the same. He was using #1 with the light but I can't believe it would start so easy and run as good as it does if it is that far out of time. Will I cause any damage to run it like this? Thanks again for the help.
