Timing question

150hp mariner 1985 cranks idles and revs out of water, takes gear in water but wont rev over 1800rpm. Found trigger (timing advancer) was broke so i replaced it, rebuilt fuel pump, new plugs, 120psi on all cyl, all coils tested good, cleaned carbs replaces gaskets on all of them, and checked fuel line back to tank switch. Still no improvement so i pulled top right plug turned motor to tdc and timing marks are almost 180 out. I need a verification on where flywheel needs to be with piston at tdc.

120psi on all 6 cyl

Flywheel was reassembled incorrectly at sometime...doesnt effect running as magnets all the way around.

So timing should be a 0 with piston at tdc? What is timing supposed to be at idle and at wot?
