Timing 98 ocean pro150

I'm having some issues setting the timing on my 150s. I can't retard or advance the timing to get it down to 20 at wot (static) and down to 6 at idle. The QuickStart is disabled by grounding the wht/blk wire. I even tried shorting the tan and wht/blk to each other just to see a difference in the QuickStart feature.

You need the timing tool to set timing(CDI 511-4017) or make a test prop that will allow you to turn a min of 5000rpm on the trailer.

I have a timing tool I ordered from an eBay store. But the light is off by the time pointer reaches 6degrees or 20 degrees wot. So I've tried retarding the timing to the light off to on and it's to far past. Could the flywheel or timing cover be miss aligned?

Even trying the reeves wot method it's showing 26 degrees min. I can't get it to come down any further. FYI I did check the timing mark for tdc following the omc shop manual for my motor
