Timer base resistance readings

I have a 1995 Johnson 200hp. Venom. I've been checking the resistance on the connectors of my timer base following the instructions in my Seloc repair manuals (I have two of them), the best I can get is about 740 ohms from the white to the colored pins, from port side white to starboard side white/ black is about 230. I think the 230 is ok, but the 740 readings are too low, which indicates the timer base is bad, correct??
 
Right now I have no spark on all cylinders, I replaced the stator, I swapped the power pack with a new one I bought 2 years ago. I ordered a timer base.
 
Well, this is still driving me nuts, I bought a used CDI power pack and put on the original timer base and had spark to 4 of the 6 cylinders, I couldn't get spark on cylinders 5 & 6. The place I ordered the timer base from took 3 tries to get me one that looked like the one in the listing, and as far as my testing goes, all 3 had issues, that's why I put my original back on there. I'm still frustrated with this, and trying to troubleshoot.
