stuck choke lever on bf75

my choke wasn't working. traced it out to the #4 carb choke lever is stuck ,will not move with the other 3 choke levers. so to investigate further i am trying to remove air intake housing so i can inspect directly into carb throat however i can't figure out how to get ai rintake housing off . have removed 3 bolts and plastic housing is loose but that is it. any help here would be greatly appreciated.
 
Hi,
First off, I don't know this particular engine so this isn't a been there done that tip.

It's just that looking at the parts list for the muffler cover there are 4 bolts listed. Are you sure you're not overlooking one?
