Starved for fuel

1989 Evinrude XP 150. TE150SLCEM Runs OK hooked up to a hose and muffs. Out on the lake it sputters and sounds like it is starved for fuel when pushing throttle to get on plane.
Just won’t make power. I also smell gas .
Took off all carbs ( which I rebuilt in the winter). Checked all hoses from the fuel tank to each endpoint on carbs and block. All good. Replaced fuel filter. I do not see any leaks when running on the water hose. primer bulb feels normal.
Any ideas?

Tested with another friends gauge numbers are within 1 or 2 psi.

I know the numbers are low, they have been these numbers for the past 2 years or so since I bought the boat. No I didn’t check the compression prior to the boat purchase ( live and learn ).
Anyhow the point is the boat has been running a certain way ( not 60 mph), more like 45 mph, but it has been consistent like that for the past 2 years.
This fuel delivery is new.
Primer bulb is firm, tank venting is working. No squirting gas when priming or while running connected to garden hose. Even with prop engaged at like 20% throttle
 
I have replaced the timer base and power pack last winter.
Looking at the back of the engine:
Left side going down: orange/blue ,
Solid orange, orange/green. Right side going down: same as left
 
Wire colors are correct.----There is not much that can go wrong with carburetors.-----Why were they taken off and rebuilt??----What orderly trouble shooting has been done ?----Flywheel key checked ?----Possibly loose magnets on the flywheel ?aqq

Carbs rebuilt because I had no idea when they were serviced and when I got the boat it wasn’t going as fast as people said it should.
Starter replaced. Flywheel key was fine. As I pulled it to install timer base.
 
I had it looked at and my rectifier is bad. My tach hasn’t worked.
They said this could cause a high speed miss.
However even idling through no wake if I give it even like 30% throttle, it’s starves choking. It really is acting like it is starving for fuel.

Would a bad rectifier cause this?
If not, I do not know what else to try. ANY HELP IS MUCH APPRECIATED. I am missing out on fishing season!

When it starves " choking " in the no wake zone try pushing the key in to activate the fuel primer valve.-------If this improves the response of the engine it proves that fuel pump is working properly.----The fuel from the primer valve goes directly into the intake air.---This fuel bypasses the metering jets in the carburetors.-----This would suggest that carburetors need attention.------Nobody can see , hear or touch your engine.-----You have to act on suggestions and inspect / test your engine.-----Some tests are so simple , sound absurd that folks ignore doing them.

awesome, thank you for the suggestion, will try out this evening. It still has the original ( bypassed) VRO oil injection pump. I was thinking it could be a fuel pump. The guy told me it required 2. Seems odd. Anyone confrim?
 
Before VRO the V-6 models ran with 2 fuel pumps.----I can not see what is on your motor today.-----As clearly stated when you inspect / answer questions YOU can find out what is wrong with this motor.----So is there ONE pump ( VRO ) on your motor or TWO conventional pumps ?
