Reman Powerhead runs slower then old power head

okay so I have a 1997 Evinrude 115, I just got a reman Powerhead put on, I hit the 6-7 hour break in mark and ran her WOT, the GPS says 42 mph, before I used to hit 48 mph, and the prop has a 19 inch pitch right now , before the last one crumbed, it was also an aluminum prop but with a 21 inch pitch and it hit 48... What could cause it to run slower? The timing is at 2 degree like it's supposed to, and the engine doesn't sound like it's slugging at all, there is a lot of vibration when I try to take off too, and I looked at the prop and I think there's just a really tiny bend to one of the blades down where you go to take the prop off. Could this make it run that much slower?
 
Not sure, tach hasn't worked in a decade, supposed to be around 5500 rpm, it doesn't sound any different at WOT then it did back when it did run with the old Powerhead, doesn't sound sluggish at all, speedometer says different.. Working on getting the gauges working again

I miss understood your confusing original post.

If it ran faster with the 21 pitch prop than put a 21 pitch back on.


19 pitch means 19 inches of forward movement with one revolution
21 pitch means 21 inches of forward movement with one revolution
 
Okay, and it just confused me because I thought the lower the pitch the faster it goes? Obviously you don't want to run past your RPM max on the engine. I have to buy a new one, my typing is really confusing lol I just read it myself, the 21 inch pitch had crumbled a couple years ago, when it was still my uncles boat and he backed in with the engine trimmed down too much and destroyed the prop,
