rams bleeding back into resevoir

i recently put a 87 90hp with a dual ram lift and tilt on my boat. i am having a problem with the tilt gradually bleeding down. i used 30 w oil as instructed in this forum. the strange part is......the engine will lift up and down fine. i even did a test, by leaving it in the upright position for three days. now...... it gradually bleeds downs. while it is bleeding down.....i can hear it bubbling back into the oil resevoir where the pump is . any suggestions on what/where i should start ?? is there an adjustment i am overlooking ? there is a big serrated thumb screw on the side of the pump motor, but it does not seem to make any difference wether it is adjusted all the way in or out ??
 
do you think that leaking rams would at times, keep the engine tilted fully for three days if they were the problem ? any other options come to mind ?
 
They are 25 yrs old...seals can do strange things....they have to be hard as a rock and not soft and supple to create a good seal.
 
I doubt its seals/o-rings as these stay wet with oil all the time and this is a push/pull system. Sounds more like manual release valve has a problem or trash under a valve in valve body.
