PTT issues - Black Max

Hi, anyone know much about the pump system on an old PTT system used on Black Max motors? The type with the two Rams. I took the pump appart, not much to it. Nothing that is broken or worn. Simply consists of ball bearings and springs. There are three adjustments to put tension on three of the ball bearings, the tension is quite good against each one. Cleaned everything and blew all passages out with air. The two gears are in good condition, I assume they pump the oil. Cannot be anything wrong with the pump. Motor runs in both directions. The reverse lock solenoid never pulls in though, can this be why my PTT doesn't lift the motor? Maybe a wiring issue on the solenoid, with 12V applied directly to this solenoid, it works, so the solenoid itself is OK. No oil leaking anywhere, so the outer seals on the rams are OK, else oil would leak out right? Maybe the inner seals on the rams are gone? Any advice? Thanks.
 
The reverse lock is activated by a micro-switch in control box when you shift into reverse and the key has to be on for trim to work unless it been rewired... Hope you didnt mess with adjustments on the valve body as they are non serviceable. Possible problems are inner seals or bad valve body or manual release is open.
