Power steering not working...Penta 5.0 gas

I just got my boat back from mechanic which had bad gas, bad fuel pump and changed fuel pump,filter and power steering belt.. ran like a top in my driveway ...brought it to the launch and took it out yesterday for the first time. it took 2 hands turning HARD to move steering...i was so scared coming outa marina! I was turning engine manually with steering wheel...fliud was very low so i topped it off and still nothing!!! im clueless HELP!!!
 
First, what model of engine/year do you have?

Second, and before doing anything, you may want to check with your mechanic what he did to your boat when he serviced it. All repairs & tune-ups should have a warranty.
 
It is a 1995 volvo penta 5.0 sx series it says 5.0l phue on the engine nameplate...he only did the power steering belt cause it was completely out of adjustment and the belt was so saggy..i noticed that and told him...this was my uncles boat and he said the last few years the steering was hard to use...im telling you it was really 2 hands turning and hard!!
 
Thanks for the help and those websites....hopefully i can direct my mechanic to the right problems...im so ready to be on the water and so mad that i cant drive it yet!!! Ill keep you posted on what outcome is
 
I have a 1999 cruiser yacht with 5.o gl engines dp out drives and my power steering is not working it looks like ram is new and fluid is full is there a way to check the. fluid is turning in pump and full looks like there is a pump for both drives and an electric pump also I am not familiar with this set up. looking at steering rack not leaking at all. can someone help with diag?
