Power pack going bad?

this is what my outboard is doing currently, it's been running a lot stronger then it is now, it's a remanufactured 1997 evinrude 115, I had a problem similar to this last time, only priming the bulb isn't fixing it. Nor is it collapsed. The idle is sporadic and it sounds like it's trying to misfire at times. Both ignition coils are good, they just got replaced too. Power pack is the original, could this be the issue?
 
1) who fixed the piston issue where it was supposed to be installed wrong? 2)Take the cowling off and see if it runs better 3) If the shift rod seal which you stated you had issue with is leaking exhaust into cowling it wont run worth a chit 4) Bite the bullet and take it to a REAL repair shop and quit fooling with them jacklegs
 
Fix the shift lever, rattling continued though.. Took the upper engine cowling off and the rattling went away. Forgot I had tightened down the nuts since they had come loose. It's run strong for 21 hours, just last week the problem arose and slowly creeping it's way to getting worse and worse
 
I honestly have no clue.. its a remanufactured Powerhead so I highly doubt it will be anything short of bad stator, bad power pack, etc. the idle has just slowly lost its Stength. Before it ran stronger as I've ever seen it. And I mean in 20 years I've never seen it wrong as it has, but the last two weeks it's going down, spitting and sputtering, and before when this issue happened the bulb was fixing the issue everytime it tried bogging down, this time it isn't. And if you watched the video I posted you'll notice when it first starts up you can hear the rpms jump up and down, and when I've seen motors do that 99% of the time that power pack is the culprit. I just wanted to see before I went out and spend $200-$300 on a new power pack..
 
Well I did a test run of it today since it started bogging down, I started to prime the bulb and it would only pump about halfway and pump nothing but air, several more times and it finally started to pump gas. Felt like something was keeping it from pumping. Called the shop, said they never replaced the fuel lines, which btw worked for 3 years, motor blew, sat for another 2 years untouched out in the elements, with old gas still in the boat, and wS told they were fine. Yeah yeah whatever threw some carb/fuel cleaner in there and ran it wide open and she runs good. Idle still not as high as it should be, but the spit and sputtering for now is gone. Guess find a new shop and replace the fuel lines? Since they shoulda been done when I put the new Powerhead on
 
I guess i'llstash some more money and do it. The only problem with this shop that are much closer to home is that they charge out the rear for old stuff like mine. They wanted to charge me $400 just to replace new rocker switches and replace the old with new wires. But they do better work then the one I'm currently at from what I've heard.
 
There are a lot of shops close to home, but there's only one that will work with evinrude.. I'm kinda scared to know why no one is willing to work on evinrudes
 
I guess it's just gas leaving the carbs when I tilt the motor up. Went to fish the other day, never tilted the motor up, like I did when I was in the grassy shallows, and it never sputtered or spit or nothing. The idle is still lower then before... Still think it's a power pack issue, everything else has failed that wasn't replace, (plug wires, starter motor, flywheel, both ignition coils..) so I assume if it's going out, it won't be long. Will let someone else look first cause those
things are not cheap!! This motor is bad luck
