Power loss 5.0 MPI

Working on a 2000 Sundancer 240 "with a 5.0 MPI, Bravo 3 (2:1) and 24p props" and looking through the old reports found something odd/troubling. Since this new owner had it the boat has maxed out at 24/25kts but an old report from 10 yrs ago says after a sea trial it was making 32kts. With a freshly jet washed bottom and almost empty fuel tank and half full water tank and only myself on boat it'll make 24 at 4.5k and cruise at 20kts @3kish. Revs nicely, very responsive, neutral sounds sweet revving out to 5k with no missing or splutter. Anything obvious to look for on these engines before paying for a diagnostic plug in?

I find it very difficult to believe that boat would do even close to 30 kt with a 305. Ever. Maybe downhill with a tailwind. 24-5 sounds great for that combo.

Me too but it was a report from a reputable marine engineer, not known to me as out of my area but seems legit. My experience with the boat is 24/25knts leaning on the throttle. Here is the report, cropped out the letterhead to avoid naming the mechanic. Owner is worried there is an issue but as I've said to him the engine starts and sounds good. Granted, any build up on the hull and speed drops dramatically so needs to be kept clean. Currently down to 20knts but he's due a filter change so might perk up a little after that.
