Points rub blocks

Hello All
I have a 1966 evinrude 9.5 given to me with powerhead completely disassembled.
After assembly, I tried to set points.
All new parts utilized, points rub blocks never touch cam, so they never open .
I have a '73 as well and if I remove it's timing plate and install on 66, the points open and function as intended
Frustrated and running out of ideas
Any help appreciated

Time to adjust points using the little cam screw I think.------This should be simple.

Make sure it has the correct style points installed
