Ocean Pro idle

My Ocean Pro 200 hp is from 1998. It runs pretty well, but if I adjust the idle down to spec ( 650) it stalls while maneuvering. If I speed it up to 1000 it does not stall but the boat is too fast to maneuver and the shift is sticky. I have tried the adjustments according to the book , especially throttle linkage adjustments to try to make them all fully closed, and then the idle advance adjust for the spec idle rpm. If it's any help, the compression is good , and even on all 6.
Any tips?

The idle should be set at 650 in gear in the water untethered, you cannot do this properly on land on a hose and muffs. If you do try to set it on the hose set it at 1000-1100rpm which will reduce when in water due to back pressure.
