I melted a stator and rectifier on a '95 115. I replaced the rectifier and stator. But, when I crank it, I get no sign of trying to start. The troubleshooting started with checking all connections, verifying cranking voltage from battery and taking ohm readings of the new stator and trigger.

Here's the stator reading, trigger reading and spec from SELOC manual...

Would these numbers prevent even a sign of starting?

The new stator is either bad or your reading it incorrectly from first pic. Follow the CDI testing and close the Seloc manual
