New timing belt edge chewed

Changed the belt, tensioner and pulleys on my BF250. After 60 hours, noticed some belt dust and the top outside edge of the belt has a groove worn in it. Can’t figure out what it’s rubbing against? Any ideas?
 
Were the pulleys OEM from Honda outboard or possibly aftermarket parts?
Possibly defective parts made slightly out of specifications or excessive paint chips rubbing somewhere...Maybe?
Do you still have the original parts? What was the reason for the main change out?
 
I followed the procedure in the Honda manual. Only thing I can figure is that the belt is rubbing on one of the plastic covers? Or maybe I set the belt too high on the crank and cam pulleys before setting the tension? Got a new belt coming- will try again.
