Need help with surging optimax 225

Been battling with this used boat i just purchased a few weeks ago, runs ok for a little, then starts with throttling issues and rpm varying. I replaced the fuel lines and filter in transom (didn't do the one on the motor as it was just done), changed plugs, and just redid the small fuel pump (small one that's part of the motor) I have not tried the boat out since doing the fuel pump. Works fine for a little then i have a hard time getting up on a plane as the motor seems to lack power and also when im up on plane the rpms will go up and down by upto a 1000rpm. Need to have the pressures tested on the fuel/air rails,TPS setting checked and air filter for air compressor...

Ok, have a mechanic scheduled for saturday, he had mentioned checking the fuel and air pressure, ill also mention the tps, the air filter sounds like something i can handle.
 
had the mechanic out saturday and seems to think its the fuel regulator as he got 80 on air and 95 on fuel. He said i would need to replace the fuel rails as the regulator could not be serviced, but in doing some research it seems that the diaphragm kit for the regulators is now available.
