Need Help 2006 Johnson 115 Hot alarm

Ive got a 2006 Johnson 115 mod J115GLSDE ser 05148390 with an outboard jet pump. Ive been getting a hot alarm at idle in the water just sitting at the boat ramp. proceded to change water pump impeller thinking that was the obvious problem. Now i still have a strong tell tail warm but not hot. Still getting alarm at idle. Ive been fighting this problem all last summer. I've flushed cooling jackets changed both thermostats both temp sensors even though sensors checked ok. Changed plugs, wires, coil packs even change tac in case problem was in that. Sitting in the driveway with hose hooked up it will run fine with no alarm but in the water it still goes off. I attached thermocouple on my fluke, heads were running around 87 F degrees after 10 minutes of idling. Now starting to look into VRO fuel oil system. At this point I'm lost and tired of throwing parts at the issue. Any advice would be appreciated. Thank you.
 
Yes the light comes on with a continuous beep then goes into limp mode.
I shut it down wait a bit then start up and go. It will run for a minute or so at full throttle around 4300 rpm then light and horn go off.
 
Start by replacing waterpump,and follow the instructions included with the OEM kit if it were a VRo issue the no oil lite would come on. Do you have a water pressure gauge on the dash? Quit trouble shooting on a flush device.
 
Already replaced water pump with OE kit I usually replace it every 3 years. I’m original owner never had issues till now
No water pressure gauge ? Always went by strong tell tail stream what should the water pressure be at?

Faz,lite have somthing. This is another test. On top of the power pack,unplug the port plug,now comes the disclaimer,you can start the motor,run the motor,BUT you canNOt STOP the motor till you reconnect this plug.Do you get horn/lite? Yes/no
 
Temp was taken on the outside of the head with the probe stuck in a blind hole on the head, and with garden hose attached so it might be an inaccurate reading I did this last fall so it was cold out too
