Need help 2003 Evinrude 225 Ficht intermittent starting

Sometimes when I go to start the engine I get nothing. The engine doesn't turn over at all. It will do it whether engine is hot or cold. Battery"s are fine as well as all connections. Eventually it will start after I keep turning key.
Bad starter? Bad ignition switch?
 
SB easy. Put voltmeter on yellow/red wire at starter solenoid (small terminal) and other lead to ground. Whenever key is turned to start, voltmeter should read 12v.
If it ALWAYS reads 12v when key is turned to start, BUT the starter does not spin, and solenoid does not click, bad solenoid. (Probably).

If it is intermittent, sometimes reads 12v, and sometimes not, then bad key switch. (maybe)

It could also be a bad neutral safety switch in the control. Jiggle control handle while holding key in start position to see if all of a sudden it turns over. (sorta)

Point is, you gotta test.
 
All goofing to the side......the PDP's are know for bad solder joints and while holding key over to start and a solid smack to panel will jar connection and it may start. If it does replace panel...
 
Even tho it should be an easy fix, it is more complicated than a simple starter solenoid "old style" circuit.

The complicating factor is the presence of a start delay relay. These circuits are controlled by the EMM.
In order to turn a circuit ON, the EMM switches the GROUND lead to actual GROUND internally when the circuit needs to be activated.

In this case, the yellow/red wire from the keyswitch goes to the start delay relay. Normally, on old style starter circuit, it would go to the starter solenoid.
(In my first post, I was wrong on the wire color at the solenoid to look for.)
The start delay relay is activated or energized by the EMM, after the EMM determines everything is go for start.
The EMM switches the ground lead of the start delay relay to actual GROUND internally, and allows the start delay relay to pick, and then the actual starter solenoid can pick.
That pick wire color is yellow/blue, NOT yellow/red as I posted earlier.

And, to further complicate...the starter solenoid GROUND is also controlled by the EMM on that pink/white wire off the solenoid.

If you want to debug these circuits, you must get a good color wiring diagram.

Be aware that the only part of this whole starting circuit that goes thru the PDP is the ground leg of the start delay relay. One wire. BROWN.
It also controls the ground for the HP fuel pump. Another symptom of your problem COULD BE that the HP fuel pump is also not operating.

Gotta get a diagram, and be good with a meter.

ALSO, there is a known fault within the EMM known as the "three finger salute" when three lights on the tach come on and stay on when you turn the key to ON.
If that is the case, the EMM is faulty, and one of the symptoms will be NO START, and NO FUEL PUMP.
