Motor stalls when in gear

Hi,
im having trouble with my 70hp ‘93 Evinrude. It’s a 2 stroke. It started running rough about a week ago and would sometimes stall when throttled up. When it did throttle up it wouldn’t reach top speed. I started to look over the engine and noticed the spark plugs needed changing. I changed those and sprayed the carbs with cleaning solution. The engine then seemed to start great in the driveway with earmuffs on. Put the boat in the water and couldn’t get it to start at all. It turned over but never actually started. Took it out of the water and again got it to work in the driveway. Tried it at the lake again today and with a lot of finicking with the choke and throttle I was able to get it started. However as soon as I shifted out of neutral it died. Any ideas as to the problem? I was thinking my next step might be to check the fuel pump, but I don’t have a ton of experience with outboards thought I’d ask for some expertise. Thanks!
 
Ran the compression test, got 120, 60 and 100. I know that 60 is low for sure. Am I going to need to rebuild it or could there be an easy solve for the one cylinder?
 
Head gasket is blown. Definitley will have to replace that. Do i keep digging deeper to see if anything else is wrong or fix that and see what it does?
 
Scratch that, its the water jacket gasket. That definitely needs to be replaced, but might not be the root issue? Keep digging?
 
There is no water jacket gasket on the cylinder head.----Post the model # of your motor.----Any pictures of this blown gasket ?
