Motor mounted too high?

I bought my first outboard boat last week not knowing much about them. We took it out and all was going well until I tried to get to top speed. It revs over redline and looses thrust like a spun hub. Turning to left and does same thing. The hub is not spun. I marked it and checked it when pulled out.
I am pretty sure it is the fact that the transom measures 25" and shaft length is 20"

My question is will this mounting hurt motor? The telltale stream seems strong when boat is on plane. Is it getting enough cooling water?

Is there anything I can do about mounting? Can I extend mount further back and get more bite? It is mounted as low as it can on transom.
 
It is a wonder that it moves at all unless you have an offset on your transom but it does not sound like you do. The gear box has to be below transom or it will cavitate same as taking prop out of the water and you will defiantly hear and feel it when it does. Would need more info as in does it have an offset for the motor mounted to a lower point on transom ?? Inform yourself on motor mounting requirements for outboard motors they show where and how low the motor should be mounted plus ways to improve thrust with proper prop selection and more. without being able to see the motor and how it is mounted it is hard to give you better input
 
Cavitation plate on lower unit must be under water buy an inch or so at plane-ing speed. Motor to be perpendicular to water at planeing speed, Change tilt as required - tilt up/ back too high will cause cavitation. Adjust and advse
