Mercury Optimax 250 won't start fuel issue

2003 efi 2 stroke Boat was running Great. Died. Checked fuel pressure. 80 on one bank. The other has air? Doesn't fire at all

I’m have 85hp motor in bay liner capris and the motor is not going up or down.is sounds like it works but not and is liking oil in the bottom of the motor. What can I do?
