Mercury optimax 135 cranks, but wont start !!HELP!!

Recently bought a boat with a optimax 135 2-stroke engine that has been sitting for a year or so.
Tried to start it today but no luck, thought that bad fuel might be the reason why it didn't start so I removed the fuel filter and filled it with new fuel and also connected the fuel line to a seperate gas tank with fresh fuel.
I also checked for spark but could not see any sparks(tried the sparkplug in my lawnmower and it sparked)
I also had a battery charger connected to the battery.

Any ideas??

Fuel pump come on with key? Kill tether attached?

Fuel pump makes a humming noise when turning ignition on, kill switch is attached

Check to see if you have fuel pressure at rails , if not float in VST stuck not allowing fuel to enter.
