Mercury Engine running sluggish

I have my boat in for service. It seems that when it is being driven with the hood on it runs sluggish. Take the hood off and it runs like a scalded dog. Where is my issue? It is a 2012 Mercury 115 Pro XS on a Nitro Z6.

Air intake blocked?----Wiring pushed closer to engine and causing spark issues.----Shop should have no issue finding a solution.

I thought about the air issue. Guy that's servicing it says he doesn't think thats the problem. He looked and wires look good and doesn't see anything that looks like it has sparked.

Exhaust gasket or idle relief boot leaking. You can only test for this with motor in the water or test tank.

That's what he is looking at now, hopefully it is something easier to correct. I am told the parts alone are around 750 to correct that problem.
