Mercury 200L turns over but wont start

My Mercury 200L will turn over strong but will not start. This is what I have done thua far:
I checked all fuses- good
The water fuel separator is clear
Battery is good at 12.6 volts. I have charged to 13.
I changed the fuel filter.

What else should I look at?
Is it advisable to remove the inlet to the fuel pump to see if the fuel pump is working?
Remove the spark plug to check spark?
Any input is appreciated

Fsm It's the fuel system module It's a black casing where your fuel goes in. It's about 9 to ten inches long about eight inches wide two and a half inches thick. Look it up. You have to open it up. Pull out the pumps and touch them to a 12 volt battery. On you tube.
 
Check spark first, then if it has acceptable spark (jumps 3/8 in air gap), then spray some carb cleaner in the intake. If it starts it is a fuel or possible ECM problem
 
Had the tech out. The boat thinks its in gear. The actuator or sensor or both are bad. Turns out this is a problem on 2021 Mercury Outboards. The computer gave him a fault code.
