Merc 250 efi 1996

Fuel pressure good,plugs all firing,idle good,compression good, Problem no power gets to 2500 and if you push throttle down no increase
only slightly. Plugs new,filters new What could be a start to check? Port motor runs good so fuel is good

Swift switch as it kills one side of engine, it maybe stuck and engine only running on 3 cylinders....

I have a manual but have not seen a swift switch listed. What and where is it ?
