Is it a 15hp or a 9.9hp?

It is a rebadged Yamaha of 1979-80 year

What spark plug does it take and what is the gap?

1988 model year motor. Equivalent to a Yamaha 15SG, 15LG, 15ESG OR 15ELG.

For that model Yamaha the spark plug is a B7HS10. Gap is 0.9 ~ 1.0 mm. 14 pound feet on the torque.
