Mariner 9.9 fuel issues

I have a mid 90s Mariner 9.9 on my jon boat. It's the first boat/motor I have ever owned, so I'm learning as I go.

The motor was idling fine and running fine at low speeds under load. However, at WOT it would bog down and quit.. usually about 30 secs in. If I pull the choke out then push it back in, it would recover for a short period.

I pulled the carb, sprayed everything down with carb cleaner and blew it out. It all appeared to be in good condition with no buildup and no debris. After putting it back together, the motor will not stay running. I give it one pull with the choke out with throttle at idle, then one pull with choke in and throttle at start position. It turns over, surges, smokes, then dies.

I also pulled the plugs, they were black, gummy and wet. They have been cleaned with a wire brush and replaced. If I pull them after trying to crank, they are wet.

I know I'm missing the most simple thing here.. so any pointers? Does anyone have a link to a "Mariner carb for dummies" internet article? Can someone slap me in the back of the head and tell me the obvious thing I'm missing?

spark plugs get real wet they be junk ! gas gets inside the electrode and no good spark anymore ! replace them i have never found a good way to dry em out !
 
Did you take the carburetor COMPLETELY apart

Well, to the best of my knowledge..

I pulled the bowl off, took out the float, needle, opened the top plate to the fuel pathway and cleaned it out. I'm not sure how to adjust the screw under that top plate. What is the difference in the low/high speed needles, how do I adjust them?

It's just frustrating, this thing is so simple, yet I don't have the knowledge to figure out what is going on. I called a local shop and they quoted me $95 bucks an hour. I hate to pay it when I'd rather learn and do it myself. I guess it's just a pride thing..
 
You missed removing/ cleaning a few parts and, as (bad) luck would have it, the most important ones.

There are parts in the carb that once removed get caps put back on and things that get sealed back in. Rebuild kits and fuel pump kits are cheap, $6-$7 each kit for carbs and fuel pumps, I would start there. You do have your vent open on your tank, right? Can you pump the ball when it boggs and it straightens out?

I was quoted $100/carb, I ended up doing mine myself, no big deal.
