Mariner 25 hp shift rod

Having difficulty shifting and lifting motor. Upon insp. there is no washer on shift rod, is there not supposed to be a washer and should it be above or below tabs on shift rod? Is it a special part or will a washer that fits shaft will do?

Should sit on the ears and shaft has to go through the disconnect hook. 1/4" washer should work.
