Johnson fuel pump question

I have a 2000 90HP Johnson 2 stroke. The question I have is about the fuel pump, On the front of the fuel pump where I have circled in the picture is this gel suppose to be real soft ? That seals the electronic module for the " no oil " warning.-----Not a problem if it is soft.------Have to ask , why are you working on or replacing this pump ??----What is your motor doing / not doing.

The guy I bought the boat from took off the direct oil injection but left it plugged in, I been having a issue like it’s staving for gas when Im above 3800 RPM’s and I was thinking it was the fuel pump what do you think?
 
How does your motor run when your assistant operates the manual pump ?----Easy " no money spent test " for you to try.

It will crank right up and run run great, I put a new fuel line, new primer ball, new filter, new plugs only issue is like I said is when im running above 3800 rpms it will surge like its fuel starvation, If I stay under 3800 rpms I have no issues and runs like a champ, last trip out I went 35 miles and only burned 10.5 gallons of gas
 
Did you try that squeeze bulb test as Racer requested? This will support the fuel pump and then we might know if it's that VRO.....or something else

I will try it tomorrow im taking the boat out, I know I pump the ball till its hard, then after I stop and fish for awhile then before I leave I can pump the ball a few times and it gets hard again

Squeezing the ball when it is surging doesn’t make any difference, The water was a little rough today and it seemed when we’re bouncing with the waves it was surging or say pulsating a lot more. Could the be a bad coil or some wiring that could be bad ?
 
Have you checked carburetor bowls.------They are known to warp.-----Run with a timing light on cylinder #1 and observe spark behavior.----Repeat with other 3 cylinders.----Checked all fuel filters ??-----

The fuel filter Was clean no trash at all and full of fuel, The carb bowls are all good and sealed no leaks. I will try the timing light tomorrow we have rain all day today and I have no carport.
