That seals the electronic module for the " no oil " warning.-----Not a problem if it is soft.------Have to ask , why are you working on or replacing this pump ??----What is your motor doing / not doing.
How does your motor run when your assistant operates the manual pump ?----Easy " no money spent test " for you to try.
Did you try that squeeze bulb test as Racer requested? This will support the fuel pump and then we might know if it's that VRO.....or something else

Have you checked carburetor bowls.------They are known to warp.-----Run with a timing light on cylinder #1 and observe spark behavior.----Repeat with other 3 cylinders.----Checked all fuel filters ??-----
