Johnson 60hp 2000 Erratic Timing

I have two 60hp Johnsons 2000 models on my cat and am having issues with one them.

The engine shakes intermittently and is considerably down on power when compared to the other. I have checked compression 125 psi on all 3 cylinders and think the fault is electrical.

Today we tested the motor on muffs and checked the timing. At idle the timing is
-4 degrees (which is what it would be) most of the time but then jumps to +4 degrees intermittently. The other motor shows -4 degrees consistently.

I have swapped the power packs between each motor and the issue is still there. I have checked and cleaned all the connections.

I am trying to check the sensor/trigger coil but am not getting any readings with my meter (fluke 233).

Does anyone have any suggestions of what I should be looking for.
 
Did some more investigating this morning. If I disconnect the 3 pin connector from the power packs that has the tan, white/black and yellow/red wires the problem seems to go away, that is the timing is at -4 degrees constantly. I understand that the tan and white/black wires are for the temperasure switch and the yellow/red is the start from the ignition.

With the engine started and running the tan and white/black wires are open circuited and there is no voltage on the yellow/red wire with reference to neutral so am at a loss of how this connection could be affecting the timing.
