jack plate

hI, I have been having a problem with excessive water spraying over the moor at high speeds. Today I found that my jack pate is mounted crooked. Can this be the problem?
I have a 150 Mercury on a 19 ft. Hurricane deck boat.

Uh...yes. What brand of plate as some offer a blockoff to be installed on bottom of plate to prevent this...
