Increase hp in a 1990 evinrude 25 hp

I have a 1990 evinrude 25hp outboard, model e25telesb. I have been told by numerous people I can increase the hp of this motor easily by switching carbs. I also have been told switching carbs wont work. So before getting a new motor or trying a carb I thought I would ask here. My lund is capable of going to a 40hp but the increase of 65lbs is not too appealing as my 25 weighs 125.

Any help or suggestions would be greatly appreciated.

You can change carb and intake and pick up about 5 hp
