Honda BF40a Timing Belt Issue

I have had a tuning belt/timing issue with my 40a. In doing preventative maintenance I replaced the timing belt with a new genuine Honda for my motor. My Honda manual very specifically instructs lining up the timing marks on crank and cam “exactly”. But I can’t, the clogs are off. I can only line up the mark on the cam 1 1/2 clog before TDC or 1 1/2 clog after TDC. The engine runs best after TDC. Should not Honda be responsible for manufacturing their timing belts so they actually line up properly?

???----Reread the manual.----Start over with the instructions.-----Doubt it is a belt issue.

I don't know.

Maybe they issued you the.wrong belt. Does it go on really tight?

Check belt part number.

For 2007 and newer I get:
14400-ZV5-014
