With the controls at full speed when I travel, the engine reaches 4000rpm. It does not rev up more rpm.

That's just not enough information for any of us to help you out.

Is this boat/engine new to you?
Has it rev'ed up to around 6000 rpm in the past?
Have you checked the bilge to make sure it's not full of water?
Are you sure you are using good fuel?
When is the last time you changed the high pressure fuel filter?
When at 4000 rpm have someone feel the primer bulb to see if it may be partially collapsed.
